Split bars in BorderLayout bug #7

Hi,

the first time when resizing any region of a BorderLayout the
calculated size is wrong if the target size is < preffered size of the
region.

Tested with gwt-mosaic-v0.1.2 and svn version of gwt-mosaic on IE
6.0.2900.2180, FF 3.0.3 and Chrome 0.2.149.30.
