should be appended to some real issue to be catched? Asking as its sounds more reasonable to distribute link to hackathon issues list, rather then single issue.

Want to participate in the gitcoin + MSFT hackathon in April, but don't have the time to code yourself!
Earn crypto by referring others to the hackathon. If they win, then you could receive up to $500 in DAI.
Rules:
How prizes will be distributed
There will be dozens of bounty winners, one for each sponsor bounty.
If 1 person refers a bounty winter, then all $500 will go to them. If 2 people refer a bounty winter, then they will get $250 each. If 3 people refer a bounty winter, then they will get $500/3 each. .. and so on.
