Address apparent no data issues in r6.1 run #87

Some stations have data (e.g. ASN00061055.qff) in the SLP data but the CDM conversion says "no data" at the end.

Overall was an issue in the data policy dataframe, which came from an error in the record_ID.csv file. This was fixed offline, and the rest of the export to CDM Lite ran Ok
