Similar to https://github.com/glencoesoftware/bioformats2raw/pull/129, this updates the project to use the latest Gradle 7.x release (7.6 currently) and adds GitHub workflows covering the build & test of the library under the three current LTS versions of Java.
Might also assist with some of the issues reported at https://github.com/glencoesoftware/raw2ometiff/issues/98
