Is your feature request related to a problem? Please describe. The jobs which require Apptainer depend on a good installation on the EP and that is not always the case.
Describe the solution you'd like GlideinWMS should use the Apptainer included in the HTCondor tarball
Describe alternatives you've considered I've not thought about other solutions.

Additional context apptainer has been included in HTCondor tarballs since version 10.7.0. It is invoked just like any of the condor_* commands. It is in /bin, /usr/bin.
