Framework for custom plug-ins for automation of curation or annotation.

Plug-ins, in my mind, are things that add functionality for the user, e.g. automated thresholding for paintbrush labels, and are at least somewhat interaction, i.e. the minimum a user does is click a button but they may also interact with the image.
