(Yes). Otherwise the YTD over(under)target is not right, it is not including these where we are infinitely over (or potentially under) a target that wasn't set.

Resolved 4Aug15. Target and YTD target remain null, so when they are 0 we know they were explicitly set as such. But value over/under is calculating correctly
