Cash (not rolling SMS) - rule done but 'main SMS' is returning no gifts #7

This must surely be only cash gifts of giftcode SMS to the relevant appeals, which have been 13, 14 and 15 /CAC and /CAD (so this is both 'welcome' and 'main'). So for now I will build a rule on this basis.

Not a single gift has ever been given to the /CAD appeals despite 190,890 having been sent. I queried this to CRM team in email 16Jul15 filed in dashboards.

Gifts have ever gone to the CAC appeals in each year (I haven't made any attempt to estimate how correctly they have done so)
