updated go.mod with go 1.18 and bump version to v0.18.13 #252

What is being done in this PR?

process: updated module dependencies especially refresh v1.13.3
process: updated go.mod to use go 1.18 since we now use go 1.18 or higher for CLI
- since 0594415, which uses debug.BuildInfo.Settings
process: bumped version to v0.18.13 (not yet v1.0.0)

fixes #251
