Support `CONTAINS_SUBSTR` function #209

This would close out https://github.com/goccy/go-zetasql/issues/34 for the emulator.

I'm not sure if it makes sense to add the function spec here, but I'm not up to speed on the go-zetasql repo, so its easiest for me to include in this PR.
