Per-Account Hooks #1974

I just noticed a really awesome addition to Gogs, the ability to have Organisation-wide hooks delivered. I was wondering if this could be extended to users?

Gogs version 0.7.12.1116 Beta from docker image. Still problematic in 0.7.16.1117 Beta #develop.

@Unknwon Batch-monitoring mostly. Do you remember the demo of the software I gave to you, allowing to get realtime notifications of virtually anything happening on a server? Well, let's say I want a dashboard of all user activity without having to create per-repository per user hook, that's my use case :)
