Tabs don't announce their status

What steps will reproduce the problem?
1. Open an app with tabs [the phone app or clock app will do]
2. Change tabs using either a two finger horizontal swipe or manually focus and 
select a tab
3. Now look at what Talkback reports on the tab.

What is the expected output?
Talkback should report the fact that the tab you selected is now the one who's 
content is visible; perhaps by saying "X tab selected" or "X tab active" [where 
X is the name of the tab in question].

What do you see instead?
Talkback preserves the same name for the tab.

What version of the product are you using?
Talkback v3.3.1

On what operating system?
Android 4.2.2 [jellybean]

This is out of scope from TalkBack since we don't receive events from ViewPager 
switches.  Appears to be a framework issue.  Filed separate android issue for 
tracking.
