[TalkBack] Talkback notification issue

What steps will reproduce the problem?
Precondition:talkback ON.
1) Home Screen
2) Notification open
3) Change the sound settings button
When to change the notification sound settings does not operate talkback.

What is the expected output? What do you see instead?
When to change the sound settings operate talkback

What version of the product are you using? On what operating system?
Android 4.2.1, talkback 3.3.*

Please provide a screenshot indicating the "sound settings" button, and please 
elaborate on the meaning of "When to change the sound settings operate 
talkback." Do you mean there is a button that is not spoken when you place 
accessibility focus on it?
