Fixes #1 .

This commit improves the README file:

Adds a "Quickstart" section for helping new users quickly download, install, and use the Node.js Delta Sharing connector
Adds a "Reporting" section for how to report bugs and issues
Adds a "Contributing" section for users interested in improving the connector through code contributions
Adds a "License" section and accompanying Apache 2.0 License
