Refactor rest forms? #424

It would be nice to be able to add an Upload tab to the array forms, but this 
isn't possible without heavily modifying the client-side rest module. Right now 
it does some magic to support the geometry tab, but it would be difficult/ugly 
to add more magic to support uploads.

Task: Examine how difficult it would be to move much of the form logic to the 
server side and make it easier to support tabs for more forms like uploads.
