Implement base spatial feature classes #441

Among other things:

  * Create the base classes
  * Build support for geometry fields into lingcod.features.forms.FeatureForm
  * Add support for manipulators
  * Pre-process kml attribute to enfore LHR (try to make this happen automatically rather than requiring a call to qs.kml)

Please update estimated time if needed.

I'd say the base class implementation in 2.0-cms is solid. Certainly tweaks 
will be needed as the other components progress but its fairly stable at the 
moment.
