On the upload database screen, the web browser window is titled 'upload existing CSV file' #479

What steps will reproduce the problem?
1. Create a new db and click 'upload existing database'
2. Notice that the upload db screen is titled 'Upload existing CSV file' in the 
browser, although you could actually choose to upload an Access or SQL 
database, not just CSV
3.

What is the expected output? What do you see instead?
Would be better if the upload interface was titled 'Upload existing data' 
instead.

Please use labels and text to provide additional information.
