I prefer installing my software using a ZIP file for portability and quick
testing without admin privileges.

You should be able to right click the Rainmeter install file and unpackage it
using
your zip agent (ie; 7zip, winzip, etc).

I use 7zip and I have had no issue. I decompress and then install as I please.

Although it seems that you want a ZIP version other than an EXE version,
probably
administrator permission is required also of a ZIP version. It is because
execution
of not only installation work but a program is asked for administrator
permission.
If you want to extract a file group from an installer, you should use this
software.
