authentication failures due to end of DST time change #116

What steps will reproduce the problem?
1. Wait until end of DST, when system clock goes from 2AM EDT to 1AM EST.
2. watch authentications fail due to (likely) confused ticket timestamps.

What version of RubyCAS-Server are you using? How is it installed (rubygem,
manual install)? How are you running it (webrick, mongrel, passenger,
etc.)?

0.6.0, gem install, mongrel.

If relevant, please paste your RubyCAS-Server config.yml file here.

Please provide any additional information below.

We had someone notice that our rubycas-server instance was refusing
(at least some, if not all) logins during the 2AM EDT- 2AM EST hour on
Sunday morning, after the DST change. 

I'm looking through the logs now, and I'm seeing a lot more "Expired
login ticket" and "Invalid login ticket" warnings than I would
normally expect during that hour.
