[l10n] Build a streamlined l10n contribution flow #2785

I'd like to propose a streamlined l10n contribution flow for Web Fundamentals. I've done a bit of survey from our GDEs nearby. See following doc for details.

Following is a citation from "Plan" section in the doc:

  1. Assign someone as a translation manager for respective languages
  2. Build a community using tools (Twillio, Slack, Google Groups, etc) for respective languages
  3. Write an instruction text on TRANSLATION.md and translate it into respective languages, then add language specific instructions lead by community managers. Provide them for respective language audience (ex. TRANSLATION.ja.md)
  4. Test and iterate workflow in Japanese and Korean as an experimental with limited people
    1. Translate docs
    2. Send PR
    3. Review by someone (or no one. we shouldn't be too serious about this unless we see trolls)
    4. Push the changes
    5. Track changes using this sheet
  5. Once this workflow stabilized, make an announce about this workflow via /web/update (of course, this post needs to be translated into ALL languages!)

@agektmr, have we addressed most of this at this point, can we close or is there more to do here?

Can we leave it? There are some more stuff I'd like to work on.
