Initialize p4c CAIRN compiler directory #3

This is mostly following https://github.com/fruffy/p4dummy.

A GitHub action has been set up to check the install and build scripts automatically.

The doc added in README describes what can be done so far.

Somehow the p4c submodule disappeared in the imported commit... Need to figure out how to fix this.

Copybara had some issues. So we need to manually close this PR.
