[Code health] Merge SurveyHeaderComponent and HeaderComponent #2047

SurveyHeaderComponent is placed under main-page but it is used by edit-survey too.

Moreover, SurveyHeaderComponent it's just a customization of HeaderComponent, so it's better to move all the header logic into the main header.
