Open Location Code is a library to generate short codes, called "plus codes", that can be used as digital addresses where street addresses don't exist.
This adds a config for GitHub Actions CI. It's largely the same as the setup in travis.yml with a few minor differences:
using Java versions 8, 11, 16 and 17 because that's what's available in the setup-java config (previously used to be 8, 9, 10, 11, 12, 13, with 11-13 actually being commented out in the travis config and thus not being tested);
grid server folder needed a go.mod file to run properly;
go-fuzz needed an extra line to pass the check;
formatting for python is now done directly as part of the action, instead of calling the format_check.sh which installs pip and fails for python 2.7 because the pip path is different (the GitHub hosted runners already have pip anyway).
