Update weather-dl to make use of CDS beta #474

Looks like the current support for cds-beta in cdsapi library doesn't incline with our weather-dl codebase.

Part 1: For temporary fix, fork the repo & make necessary changes as per our requirements.

Part 2: And on September 26th, check and update cdsapi library to latest version; hoping they fully migrate their library to use cds-beta only.
