Btw, although the license says OFL, it being a national standard, and there being guidelines of what variants are considered recommended/ correct ( https://zh.m.wikipedia.org/wiki/%E5%9C%8B%E5%AD%97%E6%A8%99%E6%BA%96%E5%AD%97%E9%AB%94 - sorry I don't have a non-chinese version), and there are clear government guidelines from the ministry of education, you cannot randomly accept new glyphs or modify existing glyphs using ideas from other sources (such as Adobe CJK), without consulting the MOE references, or risk it being no longer cns11643 conformant.

I am sure the Adobe folks did their homework, but just in case, as a precaution. Pretty sure there will be cough mainland chinese cough people saying certain glyphs are "incorrect" (I.e. different from what they are taught as correct) and want to change, against TW MOE recommendations.

It is also quite a well-known issue that some glyphs in mingli and kaiu (the Microsoft shipped traditional Chinese fonts for Windows) are, strictly speaking, incorrect according to the MOE guidelines.

The MOE fonts have "CC「姓名標示-禁止改作」授權", or, reading it literally, "names / labels - Derivatives and modifications forbidden" creative common license - this is perhaps more according to its status. (Free use but no modification [and pretending to be the original]).
