Onset/Offset for Annotations change #196

It would be great if annotation could support timestamp/value pairs.

Currently all timestamps have an onset and an offset time. It would be great if 
you could select that the annotation only has one timestamp associated with it. 
Internally this could be accomplished by setting onset and offset to the same 
value but it might be better to support this natively. 

Maybe the annotation could have a checkbox that select between 'single 
instance'/'duration'
