Top navigation menu button issue

When adding a new menu button with submenus, the top-level button no longer works. Just get link to #.

Current work-around is to add the top-level page to the submenu.

Point of reference, using wp-bootstrap-navwalker for the nav:

I was having that issue too, but it seems to be working now. Was the issue resolved?
