added multi-seed learning for multi-task learning #18

Hi, I am a Ph.d. student collaborating with Younghyun Cho. This is a small change which allows each task to use a different starting seed. This enables the simultaneous exploration of a different section of the search space if the user is doing same task multi-task learning

The changes have conflicts with these two files, so I cannot simply merge the PR. I've made the requested changes in https://github.com/gptune/GPTune/commit/871c50480fc014c7d6dec97079e886340171f9d1. So I can close this PR now.
