This PR includes major changes to postcss. This PR depends on #232.
The package postcss-cssnext has been removed as it was not actually doing anything. All manual regressions are showing css environment as working good. Build is coming out nicely.
Requires a crosscheck because the postcss ecosystem is a big and intricate; chances I might have missed something.
