Integrate typegen into plugin system

We want to leverage first class plugin typegen hook (presumably landing with https://github.com/prisma-labs/nexus/pull/275) so that:

we can share a facades solution
we can share a --types solution
we can share a should-generate-artifacts solution
we can share outputs config (user can specify typegen output once rather than having to specify it for nexus and nexus-prisma)

This issue is de-prioritized in light of https://github.com/prisma-labs/pumpkins. Moving out of board for now.
