Remove the Tile component (#369) #377

After we began focusing the docs UX more on text (#93), we no longer use the Tile component in the docs. Docs menu pages now include more context and freeform text than the Tile component was intended to support. This change removes the Tile component to simplify the codebase.

This commit reverses part of the reversion in cb79431a89748a24ce4df255864a3d2f14e013fe

I still need to fix the type errors from the original PR—this draft PR is so I don't forget to unrevert the commits from earlier this week.
