Add option to disable MetaPost features #1419

I'm running into some conditions where luamplib cannot be loaded and as a result neither can gregoriotex (which requires luamplib). While I'm trying to solve the problem upstream, it would probably be useful to have a package level option which would disable all MetaPost features and not load luamplib.

sure, I don't think there are many core functionalities that require luamplib anyway

This is getting fixed upstream (in luamplib). I therefore think that we don't need to fix this.
