(Hopefully) Final pass to make load-shed and over-generation consiste… #169

…nt and correct throughout Egret. Mainly involves ensuring that load-shed quantities are added to bus power balance, and over-generation quantities are subtracted. Also migrating any remaining keywords from slack_pos / slack_neg to load_shed / over_generation.

I forgot about #166 - I'll merge this one, and then start the review of that one. And given that I whiffed the order (I thought the other had already been merged, as I did look at it), I'll deal with the manual merge.
