Allow for more options how the filter reacts on key velocity #84

Currently (I can only test with 1.3 unfortunately at the moment) the filter 
sets its frequency after the velocity of the key press. I would like to be able 
to at least switch off this feature, if not be able to modify it. It would be 
good to have a selection of whether the velocity influences the frequency, or 
the resonance, or the wet/dry mix. Then it would be good to have a wheel to 
determine how much the velocity influences them.

In amsynth 1.5.0, key tracking and velocity sensitivity controls were added, so 
you should upgrade :)

There are currently no equivalent controls for resonance or wet/dry mix at the 
moment; I will consider adding them in the future.

P.S. There are have been *lots* of great improvements made since 1.3, most of 
which are listed in the [https://amsynth.googlecode.com/git/NEWS NEWS] file
