CV - Classical Algorithms #27

For each classical CV algorithms we have implemented to detect certain game objects, create a node in pontus_perception which subscribes to the image data and publishes what the model identifies. An image with a bounding box drawn around the object would be an effective output for the node to publish. The goal is to test the algorithms during the water test on March 8 or 9.
