[Effect Re-Suggestion] GTA Racing/Buffalo Epilepsy #1720

Since #212 wasn't merged (#218), this is a try to ask to merge accepted effect

So, i remembered the glitch in race event, that Matt (aka DarkViperAU) loved, which spawns buffalo every time player repeats race after fail (link to video). I thought of it and decided to suggest spawning these 10 times. Color: White. Upgrades: None

Effect Suggest Improvement: Spawn a buffallo every 7.5 secs (approximate average time of buffalo spawn shown in video). If possible, use fail sound whenever buffalo spawns
