WiFi will not "turn on" in ICS though WLAN interface activates #646

What steps will reproduce the problem?
1. Click to turn on WiFi in Settings->Wireless and Networks->WiFi
2. WiFi switches to on for a few seconds and back to off.
3.

What is the expected output? What do you see instead?
Expect WiFi to be enabled.

What version of the product are you using? On what operating system?
Using the 20120101 test build (generic_x86) on a Sony VAIO VGN-S360 with 
Pentium M Proc 735, and a Intel 2200bg card.

Please provide any additional information below.
When running in debug mode, the NIC is detected and activated just fine.  It 
shows the detect line for the NIC, detect "geography ZZM..." but does WiFi 
never enables in ICS.  The debug window, following the "geography" statement 
goes through a series of release
transaction/send failed rep;y for transaction lines (1509:1568), but this may 
be unrelated to the issue.

same problem with Acer AO522,also without Ethernet.
