Reproducibility for H2O4GPU Factorization #802

Can we add a seed to ensure the Factorization is reproducible? (I will do some tests and share results)

@sh1ng numpy's RandomState gives exact same result across all versions (>0.8 or something, which is quite old) and OS. I tested a few versions across Mac, Linux and Windows and they give same results.

So this should work.
