Vector Tiles Map Updates #1158

This PR makes two change to the Vector Tiles Map:

Adds the ability to display two layers from the same source
Adds tooltips

Other fixes:

Updates Base Map to take a bounding box prop
Creates a consistent keys for multi-layer maps
Filters null geometries from choropleth map data
