This is a meta issue to track api development

[x] Build a skeleton django restframework api
[x] Connect to existing postgres/postgis database
[x] Create models based on existing tables, verify relationships, datatypes
[x] Build Serializers matching models
[ ] Build out viewsets to expose methods (read-only paths - list + detail)
