Caching #44

With the plugin-based architecture (and the requirement of 1 site per database) the site will not be as efficient as it could be.

Get caching working to ensure the site doesn't slow down too much due to this.

Caching has been configured using memcached

it still needs to be documented though so I'll leave this open until that is done

This has been disabled by default as having it run correctly over a load of plugins is very difficult and not worth the time right now.

I'll leave this without a milestone for now.
