Permission error still continues #23

What steps will reproduce the problem?
1.can no change the permissions

i doesn't change the permission of the files and archives

what web host?

apache 2.2

i made the change provided but the problem continues

i made this change
 if(@chmod($userdir.$d.$file, intval($ndir,8))) 

but it doesn't change anything 

please i need your help
