Update Packer Plugin GPG Release Configuration

In recent changes made to the Packer plugin GPG release configuration a replacement secret was introduced GPG_PASSPHRASE.

Since the Packer plugin repositories were created prior to the secrets change, one or more plugins may require the change in https://github.com/hashicorp/packer-plugin-azure/pull/82/files

This issue is being opened for us to track which plugins need to be checked and possibly updated before its next release.
