I installed 1.7.4 and this bug does not occur in the older version, using that for now.

8 years ago 1.8.1 fails with "an error occurred while downloading the remote file" on Windows 10, even when I have the .box file locally. Moved back to 1.7.x

8 years ago I experienced this same issue with 1.8.1 on Server Core 2012 R2. Downgrading to 1.7.4 also fixed it. Strangely, I don't have this issue on my Windows 10 machine with 1.8.1.

I'm running Vagrant on Windows 10. I can use the lucid32 box normally, but every other box throw some errors. I already tried downloading it via browser and
vagrant box addwith no success.
