Support 8.10.3 + Cabal 3.4 #32

Closes #31

I have created 'stacked' PRs with 8.10.3, 8.10.4 and 9.0.1. If you merge them in order, I think it should work.. or perhaps I will need to rebase.. Alternatively, you could just merge the 9.0.1 PR, not sure what is easiest in terms of the release process to docker hub.

This also bumps cabal to 3.4.
