This actually doesn't work, due to https://github.com/haskell/HTTP/issues/134

EDIT: this is follow up to #244

The GHA doesn't start by themselves. I'm not sure what the logic is, but sometimes GHA first needs to be introduced into the repository, before non-owners can make tweaks to it.
