Cannot specify ValueSpecificationActions for EEnumLiterals in xmof #27

We cannot specify a ValueSpecification for EEnumLiterals in XMOF because 
EEnumLiteral is not subclass of InstanceSpecification and can, as a result, be 
not added to an InstanceValue.
