"toggle" command for the Urgent hint acts like "on" #105

What steps will reproduce the problem?
1. wmiir xwrite /client/sel/ctl Urgent toggle
2. repeat the previous 

What is the expected output? What do you see instead?

I would expect for the hint to be toggled off, but you have to run
wmiir xwrite /client/sel/ctl Urgent off to get rid of it

What version of the product are you using (wmii -v)? On what operating system?
wmii-hg2442
