Store HERD within NWBFile. I'm assuming we place it in general.
Phase 2:
Create a NeuroBagel "Summary" of the values used within the Dandiset. This will exist outside the NWBFiles.
Keep in mind that this will need to be synced with the NWBFiles when changes are made.
Let's start with using the relationship between the value used and the neurodatatype (and file). The summary itself is flexible as we will sync on this further.
Phase 3:
Decide what to do with the full TermSet. The current idea is to store them in a gitrepo and link to said repo.
