Add area weighting #12

This merges all the latest updates from the access-project-google-storage branch, and adds the area weighting.

For now, we are accomplishing the area-weighting by including a local copy of the development branch of xskillscore from here: https://github.com/bradyrx/xskillscore/tree/add_weighting

This will probably soon be merged when this PR is closed: https://github.com/raybellwaves/xskillscore/pull/28
